building of the Camas Washougal Community Recreation Center is the
first partnership of this kind in our history. Building a
state-of-the-art facility is a challenge we have agreed upon as
neighbors, neighbors with a common history.
Incorporated in
1852, the fledgling township of Parkersville is considered the oldest
incorporated community in the state of Washington. Located on part of
the old Parker land grant, the New Center itself will be a landmark for
many years to come. It will be a source of pride and enrichment for our
friends and neighbors.
This Center will be a place to put our
ideas into action; a place to teach what we believe; and, a place to
practice what we teach. The lessons we learn will flow through The

The Investment
The community recreation center project is still in preliminary design stages. With input and guidance from residents located in and around Washougal and Camas the project elements will be refined. Elements currently being discussed include features such as the indoor swimming pool, senior space, recreation areas, meeting spaces and kitchen. As the scope of these improvements are refined, so will the costs. Current preliminary estimates are near $30 million.
FundingFunding a project of this size normally relies upon several sources including user fees, private donations, State and Federal assistance, and local taxes. Private donations are an important part of this endeavor. Members of the planning committee have been exploring the various ways that individuals can choose to support the center. In addition to financial donations, endowments, estate contributions and corporate support opportunities are being considered. To assist in this area the cities of Camas and Washougal have retained the services of Opsis Architecture , a company specializing in the design and funding of community recreational facilities.A suitable, centrally located site on the Washougal River was purchased in October of 2006. The full 18 acre site includes passive recreation areas, future water well sites, and an approximate 8 acre area devoted exclusively to the community/recreation facility. In addition to the two cities, partners in the approximate $2.4 million purchase include Clark County, the Interagency Committee for Outdoor Recreation (IAC), and the Friends of the Camas Community Center. The Cities of Washougal and Camas have formed a partnership for the community/recreation project and have requested an appropriation of half a million dollars in the State’s 2007 budget for design of the facility. Although not yet finalized, the Governor has included this project in her proposed capital projects budget.User fees paid by patrons of the community recreation center will help offset the cost of daily operation. This is referred to as “cost recovery” and is set as a percentage of the operating costs. The planning committee is discussing at what level to set these fees. The center is proposed to serve all residents, with a goal of setting fees at a level that is affordable while also collecting sufficient funds to pay for the majority of operating expenses.
